Police Chief Marty West proposed Monday night having his officers write more tickets and animal control officers license more dogs to bring in more money to help his department balance its budget.West pitched his idea [link widoczny dla zalogowanych] as the City Council heard budget presentations for the 2011-12 fiscal year,[link widoczny dla zalogowanych], which starts July 1. The city is looking to cut $765,000 from its $8.1 million general fund, which primarily pays for police and fire.
City Manager Steve Hallam asked department heads to offer budget proposals with 10 percent cuts; that's about $381,000 for the Police Department.West said ticketing more drivers and licensing [link widoczny dla zalogowanych] more dogs could bring in $209,000 for the 2011-12 budget. He also identified about $74,000 in operations and maintenance cuts. West would find the remaining money to reach the $381,000 by laying off one police officer.
"We are at the point where we can't cut anyone else but a police officer without additional support or revenue," he said.
West said the ranks of dispatchers and clerks have been cut deeply. Cutting from them again would result in a higher-paid police officer doing their work. The Police Department has gone from 28 to 21 officers [link widoczny dla zalogowanych] and cut $1.2 million in spending since 2007 as part of the city's belt tightening because of the economic downturn. The department has disbanded its SWAT team and its K-9 unit of two police dogs, and reduced its detectives from three to one.
