Sir, Thanks to David Pilling for highlighting some heartening images from the Japan

disasters (“The Japanese miracle is not over”, Comment, March 17). Other aspects could be mentioned, with significant policy implications.
Following one of the strongest earthquakes ever recorded, I have not seen a single picture in the printed or broadcast news of a building folded to the ground or reduced to rubble by the quake itself. This is testimony to
hats
impressive construction standards and their rigorous application, in sharp contrast with images from other, far smaller earthquakes elsewhere.
Sadly, a large number of dead and missing (likely more than 15,000) and immense destruction has resulted from a tsunami that overwhelmed defence barriers, even where they existed – in some cases 8m high. The rapid, organised response of fire fighters and disaster relief personnel, all properly equipped and seemingly operating according to

well-rehearsed plans,

, was also impressive (the response to the nuclear plant emergency seems less so).
Finally, strong messages come from seeing the effects of a reduction by a quarter of electricity supply on Tokyo and other areas of

That media attention, and governments’ reaction, should be almost completely focused on the threat of nuclear catastrophe seem to tell more about our individual and collective fears and perceptions of risk, than actual risk itself.
